Bellingham Cold Storage
(Bellingham, WA) Landau Associates provided environmental permitting and engineering support for maintenance dredging of the Squalicum Creek Waterway adjacent to the Bellingham Cold Storage Pier in Bellingham, Washington. Specific environmental permitting activities included preparation of a Joint Aquatic Resources Permit Application (JARPA), SEPA checklist, City of Bellingham Shoreline Exemption Land Use Application, a Biological Evaluation for selected federally listed threatened or endangered species, and a Site Use Authorization (SUA) to address and mitigate project impacts on shoreline and aquatic environments.
Landau Associates dredging support services included characterizing the sediment within and below the proposed dredge prism and coordinating with the US Army Corps of Engineers (USACE) Dredged Material Management Office for determining the appropriate site for disposal of the dredged material. Landau Associates prepared the sediment sampling and analysis plan (SAP) in accordance with the requirements of the Dredged Material Management Program (DMMP). Sediment characterization activities included collection of sediment core samples; analysis of the samples for a full suite of chemicals compounds, including dioxins and furans; data validation and evaluation relative to DMMP screening levels; preparing the sediment characterization report, and coordinating with the DMMP agencies during preparation of their suitability determination for open water disposal of dredged material at the Elliott Bay nondispersive site.
